At the 1891 Census Charley was staying with grandparents George and Tryphena Fey at Landscore.
In 1901 now 'Charles', he was living as a boarder at 83 Earl Street, St Marylebone, in the parish of St Barnabas, London.It runs from the Edgeware Road to Lisson Grove, near Marylebone Station. His name was recorded in the census as Charles HARD. He was a general labourer. Boarding with him is Walter Knowles, of Newton Abbot, aged 24. [Their landlord seems to be Alfred King, a 37 year old Metropolitan Police Constable. Born in Lambeth, his wife was 30 year old Emily from Westbury. They had three sons, Alfred 13, James 10 and George 8, and one daughter Emily, 12. In addition to the lads from Devon there was another labourer boarding there - a George Snook, 24 from Portsmouth.]
In 1915 Charles married Florence Cann, from Sandford, at the Paddington Register Office, London. Their address was given as 8 Hampden Street - a terrace off the Harrow Road, across the Junction Canal from the Paddington Workhouse. We can only speculate that they knew each other before their lives in London, though it seems likely, as they were contemporaries, and although Charley had been brought up in Crediton, previous generations of his family had lived in Sandford.
By the late 1930s they have moved to Over Wallop in Hampshire, living in Fifehead Cottages, and later in 1 Piccadilly Cottage. Charley is described as a scaffolder on both his own and Florence's death certificate.His death on Wed, hers on Tuesday15
Another memory is visiting a relative of my Father at Middle Wallop when I was about 8 years old that would be around 1946. I can remember it was a sunny day when we went and I vaguely remember running around in what seemed to be a very large garden. From Tessa White16

We can speculate that she already knew Charley when she moved to London, though they did not get marrried until 1915, when both were quite advanced in years.
Florence died less than a year after husband Charley.
